The City of Terrace is considering implementing a development cost charges (DCC) bylaw. Regulated through the Local Government Act, DCCs are fees collected from developers to help fund the cost of growth-related infrastructure and parks. The greater the impact that growth has on infrastructure and parks, the larger the rate charged. The goal is to ensure developers pay their fair share of costs required to develop new infrastructure and parks.
The City could use DCCs for a variety of upgrades, and several proposed projects have been identified, including northwest Bench parkland acquisition and development, a new Halliwell reservoir, sanitary sewer capacity enhancements, and more. There are a variety of parameters for assessing what portions of a project apply to this program and how much money the City must contribute through other funding sources.
At a Committee of the Whole meeting on October 21, 2020, Council heard from staff and representatives of Urban Systems Ltd, who explained the current status of the DCC bylaw project. The final DCC bylaw will be presented to Council in December 2020, and if adopted, is expected to be in effect in 2021.
The City of Terrace is looking to gather feedback on the policy by November 20, 2020.
